Bill 606, championed by actress Halle Berry, who testified before the state assembly, sets out to protect the children of those in the public eye.
It lays out penalties for taking photos and video of a child without parental consent and in a harassing manner.
It would be “the beginning of the end,” Halle Berry said, for “aggressive paparazzi”.
Earlier this week, it was signed into California law by state governor Jerry Brown.
“I started this fight with a great deal of hope and a bit of uncertainty so I cannot express my immense gratitude that Gov. Brown has recognized, and acted to remedy, the plight of children who are tormented because of the identity or prominence of their parents,” said Halle Berry.

The law comes into effect in January. Those breaking it could receive between 10 days and one year in jail, as well as a fine of up to $10,000.
The bill also allows for parents to bring a civil action against violators to seek damages and legal fees.
“Kids shouldn’t be tabloid fodder,” said Senator Kevin de Leon, who put forward the bill, adding that the new law “will give children, no matter who their parents are, protection from harassers who go to extremes to turn a buck”.
The Motion Picture Association of America was among several groups that opposed the legislation, saying it infringes upon free speech protections.
Kevin de Leon’s office claimed the bill does not infringe on First Amendment rights because it targets the photographer’s conduct, not the act of taking a photograph.
Other organizations in opposition include the National Press Photographers Association and the California Broadcasters Association.
“It is for all of us that I rejoice today and hope that this fight will continue and that the proper enforcement of this law will truly make a positive impact on the daily lives of all children,” said Halle Berry.

The next day Gabriel Aubry allegedly dropped Nahla off at Halle Berry’s and her door was opened by Olivier Martinez – even though a nanny usually acts as a go-between.
Gabriel Aubry claims Olivier Martinez said: “We need to talk,” and as he walked to his car, Martinez allegedly knocked him to the ground, took his head in his hand and slammed it on the concrete driveway, while accusing Aubry of “costing us $3 million” due to the custody battle.
The model goes on to claim that Olivier Martinez allegedly said: “We called the cops. You’re going to tell them that you’re the one who attacked me, or I’m going to kill you.”
He is hoping to prove his innocence with the help of CCTV footage, and said: “I told the officers that [Olivier Martinez] was the one who attacked me, and repeatedly told them to get the security tapes from Ms. Berry’s security cameras before she and Mr. Martinez deleted them.”

Meanwhile Halle Berry and Olivier Martinez were seen arriving home together after visiting their lawyers, and were also paid a visit by detectives. Earlier on Olivier Martinez had visited a hospital, displaying grazes on his knuckles.
It has been reported that Halle Berry’s lawyers will go to court this week in an attempt to have it extended.
In addition, it has been claimed that Gabriel Aubry could be deported back to his native Canada as a result of the fight.
A source toldRadar Online: “Not only is Gabe dealing with the possibility of losing shared custody of his daughter, Nahla, and possible criminal charges, but the real possibility of being deported back to Canada because of the arrest.
“Gabe is in the United States on a work visa and anytime someone is arrested on child abuse, domestic violence, assault or battery charges the Immigration and Naturalization Services is contacted by law enforcement.”
The source explained: “During the time Gabe was being held at the police station he was asked if he was a United States citizen, and he said no. This is what triggered INS being contacted. It’s not a given that Gabe will be automatically deported, but it’s a very real possibility. He doesn’t need to be convicted in order to be deported, the arrest is enough to terminate his visa.”
The altercation came after a judge ruled that the star is not allowed to move 4-year-old Nahla to France, where she was hoping to uproot to in order to live with French actor Olivier Martinez.
And now Radar Online claims that the Los Angeles County Department of Child Protection services will be formally re-opening an abuse investigation involving Nahla.
A source told the website: “Detectives from the LAPD formally contacted CPS after Gabe’s arrest, because Nahla was present when the fight occurred.
“Nahla wasn’t actually involved in the melee, and by all accounts, Halle whisked her out of the driveway as soon as the fight between Olivier and Gabe started. However, DCFS was contacted because there has been a history of allegations of physical abuse.
“Social workers will be interviewing Halle, Gabriel and Olivier about what happened on Thanksgiving. DCFS must ensure that Nahla’s environment is safe.”
The day before the drama appeared to be getting to Halle Berry as she looked downcast as she emerged from her Los Angeles home.

There was no sign of Halle Berry’s French beau Olivier Martinez who had earlier been seen in a liquor store brandishing a swollen hand from Thursday’s altercation.
Olivier Martinez, 46, opted for a half-hearted disguise by wearing a cap, but was nevertheless prepared to face the photographers on his “victory walk” – after apparently coming off better than Gabriel Aubry in yesterday’s fight.

However, sources told TMZ that Halle Berry rushed her daughter inside to prevent her seeing the fight.
The youngster was later seen being carried in her mother’s arms as the anxious looking actress arrived home with Olivier Martinez following his discharge from hospital.
After a brief stop at home, the pair headed to a friend’s house nearby.

A spokesperson for the actress said she has since been released from hospital, adding in a statement: “Halle Berry suffered a minor head injury while shooting a fight sequence on the set of her film, The Hive.
“She was taken to the hospital as a precaution, but she checked out healthy and was released. She’ll continue production as planned.”

Additionally Taylor Swift was recognized for her charitable personality and the First Lady of The United States, Michelle Obama, praised her for helping causes such as more books in schools and libraries and trying to tackle the bullying issue in her songs.
The 22-year-old was blown away by the unexpected Big Help award and told Michelle Obama: “Thank you so much I have always wanted to meet you. I am freaking out.”

A source has confirmed to Us Weekly magazine that Halle Berry and Olivier Martinez are engaged.
Olivier Martinez, 46, reportedly proposed with an emerald-and-diamond ring from Gurhan which Halle Berry, 45, has been seen sporting recently.
Halle Berry was first pictured with a ring on her wedding finger as early as December 29, leading to speculation that Olivier Martinez planned a Christmas proposal.
The actress has been careful to keep the ring turned around to just look like a plain band in recent weeks, but gave photographers a glimpse of the stunning stone during an outing in LA yesterday.

Halle Berry and Olivier Martinez first met while working opposite one another on the film Dark Tide; they soon emerged as a hot new couple in the autumn of 2010.
A source told Us Weekly: “[Halle] had given up on being married, but she trusts Olivier. He makes her feel safe. He’s a keeper.”
Olivier Martinez previously dated Australian pop star Kylie Minogue, 43, for several years – and supported her through her battle with breast cancer – before they split in 2007.
For Halle Berry, who has a 3-year-old daughter, Nahla, with ex-boyfriend Gabriel Aubry, this will be the third marriage.
The actress dated handsome model Gabriel Aubry, 36, for almost five years before their acrimonious split in April 2010.
Halle Berry’s love life has been fraught with hard times. An ex-boyfriend beat her so badly that she was left partially deaf, her first marriage falling apart caused her to attempt suicide and her second marriage ended because her husband was allegedly a sex addict.
Halle Berry wed former baseball player David Justice in 1993, divorcing four years later.
She has spoken publicly about contemplating suicide after the end of her first marriage.
“It was all about a relationship,” Halle Berry told Parade magazine in 2007.
“My sense of worth was so low. I had to reprogram myself to see the good in me. Because someone didn’t love me didn’t mean I was unlovable. I promised myself I would never be a coward again.”
Halle Berry then married R&B singer Eric Benét in 2001, only to separate in 2003 and finalize their divorce in 2005.
The actress has previously revealed that the couple was in counseling to combat Eric Benét’s sex addiction after just a year.
Of her second marriage, Halle Berry said: “I knew this time I had a right to set boundaries and say, <<This isn’t OK for me>>. I knew that it wasn’t my fault. If I hadn’t gone through the first breakup and made that promise to myself this would have leveled me.”
